In brief: Yes

Normal tears are a complex mixture of fats, proteins, salts and fluid and usually will never be produced in quantity to overflow the lid.
Crying produces a lot of tears from the lacrimal gland which lack some of these components and are designed to irrigate out an irritant. Try some artificial tears for relief after crying.

In brief: It can be

Tears contain multiple ingredients, some of which can be irritating in large enough quantities.
Additionally, when people cry, they often rub their eyes, which creates a reaction that is similar to what occurs during an allergic reaction. This may be the main cause of your symptoms.

In brief: Sometimes

Tears can contain histamine and other products that can leave your eyes itchy.
These are released from mast cells in your eyelids.
