If all your thyroid tests come out negative and you have nodules, is it possible you could have thyroid cancer?

Thyroid nodules are very common and most of them (95%) are not cancerous.
Depending on how big and what they look like on the ultrasound, you might need a biopsy. Talk to your doc about your options. At the very least, don't poo poo them. Get another ultrasound in 1 year to monitor for changes.

Thyroid tests are to see function of the gland, with normal function a tumor can exist in the nodule.
Next step your doctor will scan the thyroid to see you did not have more than one nodule, likely will do a fna biopsy ( fine needle aspiration ) to make sure it is not a cancer.
