In brief: Could be . . .

Published data do suggest that acupuncture -- including manual-, electrical-, and laser-based -- is a generally helpful, well-tolerated, and safe monotherapy for depression.
Also, manual acupuncture can augment antidepressant therapy. There's less data about recurrence of depression after acupuncture treatment. Many of these studies come from china. http://www.ncbi.nlm.nih.gov/pubmed/22762294.

In brief: Treatment yes...

Effective...No proof.
The effectiveness of acupuncture as a treatment of depression remains unproven. Review of available studies as recently as 2012 do not show effectiveness versus placebo.
