In brief: Yes
Exercise may, however, be limited by the severity of your condition and by other things going on with your health.
You should discuss the specifics of this with your doctor.

In brief: Hopefully...
You need to be evaluated by your doctor prior to starting any exercise program.
You can also ask about pulmonary rehab programs where you exercise while being monitored. Your heart rate and pulse ox are monitored while you exercise so it can be determined whether or not you need supplemental oxygen while exercising. Once this is determined, exercise is good and should be pursued. Good luck!
