Is it possible to surgically remove scar tissue on the Achilles (a year after surgery) with a more minor (maybe laparoscopic) procedure?

In brief: Kenalog (triamcinolone) injections

If the scar is thick, serial injections of kenalog (triamcinolone) can thin the scar areas without need for surgery.
More severe scars will require surgical scar revision.

In brief: It depends

Most important is why did you had the initial surgery for? If it is a simple scar on the skin, a small revisiom might be possible after a year. However a scar on the achilles tendon itself after a tendon repair is probably holding the tendon together. In that case it is best to wait and consult with the initial surgeon (presumably an orthopedic surgeon) for an opinion.
