In brief: Botox + Laser
Botox for crows feet lines (prevention more then correction).
Laser for crows feet and lower lids (both prevention and correction). Blepharoplasty (eyelid surgery) is not really the mainstay anymore for the lower eyelid, but is a great choice for the upper lids. Newer technology like ultherapy (ultrasound) may prove to be helpful in this area as well. Hope this helps!

Wrinkles of the eyelid area, as long as it's not the lower eyelid, are best treated by botox.
Laser resurfacing can help but the muscle action underneath the skin causes the skin to crease so laser and plasma and other devices can make smoother skin but it will crease as soon as you squint or smile, so resurfacing is better for lines at rest and Botox or Dysport for lines from motion.
