In brief: Somewhat
Home laser hair removal devices that have come out recently such as the tria system are effective at removing hair. But in order to make them safe for home use, manufacturers can't duplicate the power of in-office devices.
So usually a lot of treatments are necessary to see some improvement. Also they are not idea for light color hairs or patients with dark or tan skin.

In brief: Not sure
Although it's been approved by fda for such a use, there is no strong evidence in supporting its effectiveness.
