In brief: Eczema is...
"eczema" is a term broadly applied to a wide range of persistent skin conditions that include dryness and recurring skin rashes that are characterized by one or more of these symptoms: redness, swelling, itching/dryness, crusting, flaking, blistering, cracking, oozing, or bleeding.
It can be caused by an overactive immune system or by constant exposure to an irritant. (photo shows moderate eczema).

In brief: Scaly pink patches
Eczema is an inflammatory condition that is exacerbated by dry skin.
Mild patches are usually pink rough finely scaly patches. At this stage, moisturizing can simply reverse the problem. If allowed to dry out more, the area can become more inflamed, and the area can appear more scaly and crusty, requiring prescription topical steroid to calm it down.
