In brief: Pests and pesticides

Repellents help prevent insect borne diseases like malaria, dengue fever, encephalitis, and others.
Flea infestation and small wounds could be "bed bugs". Recently adverse health effects of insect repellents have increased, especially for "deet". Bottom line, get an exterminator to help rid your house of the "fleas"; shower, use hair dryer on the bites, don't scratch and try benadryl (diphenhydramine).

In brief: Topical treatment

Obviously the first step is to treat the infestation.
You can contact a professional exterminator to do this for you. For the itching you can apply Hydrocortisone cream 1% (over the counter) as directed in package insert or calamine lotion (which is also over the counter). Wash the insect bite site with soap and water and keep it clean.
