What if u have a small clear looking blister on the inside of your lower lip could it be from biting ur inner lip? What if you pop it and it just bleeds but comes back right next to the old one?

The gland has been pinched off or blocked, possibly due to biting lip. It fills up with fluid froming a bubble or blister. It can rupture and go away or reappear. Not serious problem.
