In brief: Yes
Propranolol has been studied in infantile hemangiomas and found to decrease the size, color and elevation.
There are side effects.

In brief: Wouldn't think so
If you are talking about hemangiomas of the skin that are not part of an underlying syndrome, i wouldn't think that taking propanolol would your hemangiomas at all.
Is the deralin for something else?
