In brief: Dormant?

Overall it takes about 7 years from acquisition of the virus until the development of aids but the virus is not dormant.
It is quite busy.

In brief: Depends

It depends on what you mean by dormant.
Blood tests are generally positive within a few weeks of infection, and many people develop temporary symptoms during acute infection. However, after recovery from acute infection, you may have no symptoms for many years. On average, it takes 10 years to progress to aids without treatment.
