In brief: Probably not

Sharp pains that go away as quick as they came usually are not problems that are serious.
If the pain is persistent, or worsening then you should see you surgeon as soon as possible. Pain after hernia surgery is very common, but should be gradually improving each week.

In brief: Maybe

It depends on the type of hernia, how big it was and how long ago surgery was.
If you are worried, call your surgeon.
