In brief: No

No evidence for benefit, plenty of evidence for significant health risk.

In brief: In theory

In theory all antioxidants ( including vitamin e) help in delaying cell death.
This has to be taken by mouth and not in cream form. What dosis and for how long has not been well defined. Vit. E may have an anticoagulant effect similar or less effective that Aspirin so it's suggested to stop it before surgeries.

In brief: Yes

Antioxidants neutralize free radicals which can damage skin. Combine it with topical products containing vitamin a (retinal , retin-a) and vitamin c (l-ascorbic acid) to get the most anti-aging benefits.
