In brief: Skin use ? hmm..
Fish oils applied to skin would not absorb to achieve any level in the blood stream to get any benefit for cholesterol or triglyceride levels.
There may be some help with skin moisture as in vitamin E topical usage.

In brief: No
Likely has to be metabolized inside the body.
I am not aware of creams or ointments with fish oil that are not oral. Maybe other dr?
