Although many answers are possible children who are born prematurely or with low birth weight are statistically more likely to have cp.

A pediatric neurologist would compare the siblings' clinical findings, abnormalities on MRI of the brain & EEG, growth & developmental trajectories & results of their Chromosomal Microarrays & DNA Probes for Fragile X, then refer to a geneticist.

To clarify, the most common reasons a baby develops CP is from episodes of diminished blood & oxygen flow to the fetal brain because of things like maternal illness or drug use, placental problems, prematurity, etc. However, many genetic disorders impact fetal brain development & cause CP. Intellectual Disability & seizures commonly co-exist with CP when the cause is genetic.
