Both operations are extremely safe, but breast reduction takes longer in the operating room and involves more incisions and scars.
Augmentation involves use of implants, which are also safe but have their own particular issues. Obviously, one woman cannot need both operations, so individual medical details are much more relevant, and both operations (in different patients) are quite low-risk!

This includes unreasonable expectations or psychological conditions in addition medical conditions such as local breast disease or systemic medical conditions that increase the complication rate.

Of course, there are different complication profiles for each one. For example, breast augmentation has issues related to the implant itself - leakage, capsular contracture, ripples, etc., which reduction does not. Reduction has longer scars, risk of recurrence, etc. But both operations deliver a high degree of satisfaction to the patient.
