"oily skin" is not a disease, it's a condition, a state of being.
It can be managed with proper hygiene, skin care, daily face washing and by regular hand washing. You also have to moisturize to avoid going the other way and damaging the skin. Acne is an inflammatory condition, so being too abrasive can cause problems, as well.
