In brief: Bad prognosis?
With CHF is a sign of bad prognosis and may be because the diuretics and ace inhibitors or other medications used to control hypertension before? If pt has too much fluid and the BP is low there is not much room to increase the dosis of the diuretics without causing collapse.

No, on the contrary, high blood pressure would be, but not so much a symptom, but as a contributing cause.

in certain cases of heart failure, especially advanced or when there are some valvular abnormalities, low blood pressure may be seen, because of a poor heart stroke or significant mechanical obstruction causing diminished strength of the heart stroke and resultant decreased arterial pressure.
