In brief: It's all relative.
For very low calorie diets, potatoes are relatively high calorie [1 cup of diced potato is 55 calories] compared to 1 serving of turnips or even better deal cooked radishes/daikon.
But potatoes are a good deal compared to 1/2 cup of white rice [120 calories], 1 cup of noodles, bread or bagels. So it depends on how low you're trying to go.
