Unlikely. This sounds more like irritation from shaving. I often recommend not to shave as skin in this area is extremely sensitive, and prone to rash and blister-like lesions. Usually herpes has bumps that are clustered/bunched together, and the bumps look like they have water in them almost. Usually this is very painful but not always. I would go get a physical exam.
