What is the difference between the exercise prescription for building muscular endurance and muscle strength?

Training. Endurance training will usually involve doing cardiovascular training such as running, biking, swimming. Muscle strength training usually uses resistance training or weight based exercise. That said you can do resistance training in a cardiovascular way and vice versa.
Overlap. Endurance is generally built with many repititions of an exercise using light or no weights. Stregth is generally built using more weight and fewer repititions. There is a great deal of overlap in this; even when you emphasize building strength you will build some endurance, and even when you emphasize building endurance you will get stronger. The important thing is you're exercising.
