In brief: None, that I know of

I think sometimes patients think they have an ingrown hair when they actually have a small basal cell skin cancer.
Otherwise, i can think of no real relationship between these two conditions. Basal cell carcinoma is a form of skin cancer usually caused by exposure to ultraviolet light (sun, tanning bed, welding torch, etc.) ingrown hairs are, well, ingrown hairs...

In brief: None that i know of

A relationship between these two does not make sense pathophysiologically.
Bcc are caused by sun exposure while ingrown hairs are related to things like hair shaft structure and shaving etc.
