If your bone is popping though the skin, is it necessary that you have broken a bone?

In brief: Probably

Bones should never protrude through the skin.
If a bone is popping through the skin it is very likely that you have broken it and the sharp edge of that fracture is "popping" through and causing the wound in the first place. Unless you already had a large open wound to begin with that exposes the bone perhaps but definitely get medical attention. Osteomyelitis - bone infection is serious risk.
