In brief: Pretty common

This is not unusual at all.
Anytime, there is an incision in skin some degree of swelling can be expected. It would also depend on what type of surgery, how much dissection is required etc...

In brief: Common....

It depends on the type of surgery.
Minor superficial surgeries may not cause noticeable swelling. Swelling is common though following ankle surgery.
