In brief: Yes
Chronic rhinitis is chronic drainage from the nose.
It can be caused by allergy or a chronic sinus infection. It can also occur without allergy or a sinus infection. A chronic sinus infection is chronic inflammation of the sinuses which in turn may cause chronic rhinitis.

In brief: Yes
Chronic sinusitis involves the sinus area and is usually more severe and painful then chronic rhinitis which involves the nose.
They can occur simultaneously. Antibiotics may be needed. If there are nasal polyps or other underlying anatomical issues then an operation may be needed. Allergy medicines/shots may be the answer if there is an underlying allergy. A ct scan of the sinuses would help.
