In brief: Consider your skin

If this persists it should be examined by your doctor. The most common causes would be irritation, contact with something you are allergic to, or hair follicles that are inflamed or infected.
The swelling may suggest deeper tissue involvement such as spread of infection or trauma from scratching. If the thigh feels hot, becomes hot or red, seek medical attention sooner rather than later!

In brief: Contact allergy

Most skin irritation that is not otherwise explained is likely due to sensitivity to something that it is coming in contact with.
There are many other causes of skin irritation from fungal infections to poison oak, but in the absence of other signs/symptoms these are less likely. If it spreads, worsens, or persists even after eliminating contact sources, it is likely worth an evaluation.
