In brief: Several things

It can be a tooth infection causing pus to build up and swelling.
It can also be a sinus infection (this sounds more likely in your case), which causes a buildup of mucus in your sinus cavities. You have nerves that run along your sinus cavity to your top teeth and this sinus buildup can cause pressure on them causing pain and numbness.

In brief: Need an evaluation

It would be impossiblle to give an accurate diagnosis without a comprehensive examination that would include imaging.
The fact that you are experiencing numbness most likely indicates nerve involvement and should be assesed as soon as possible.

In brief: Sinusitis/infection

It could either be a sinus infection that is putting pressure on the roots of your upper teeth causing tooth pain.
But it could also be a severe tooth infection that is causing damage and irritation to the nerves around the tooth. I would go to see an oral surgeon or general dentist immediately to take x-rays for a definitive diagnosis.

In brief: Sinusitis/Abscess

Your symptoms warrant further evaluation asap.
It may be a # of problems. Sinusitis would be most common followed by a dental abscess. Lip numbness is disturbing and uncommon in either of these two problems. Rarely would a neurological problem give congestion if you truly have nasal congestion with a discharge. You need to see a health professional as the combo of symptoms could also be a cancer.

In brief: Sinusitis See ENT

Sinus pressure from severe sinusitis can impinge on the roots of the upper teeth and the nerves innervating adjacent tissues.
If you have not had any previous tooth pain, you should start with a visit to an ear, nose and throat specialist. Although a dentist can prescribe decongestants and antibiotics that will usually resolve the problem, some sinus infections are very difficult to manage.

In brief: Likely Sinus related

Everything but lip numbness fits a severe sinus infection.
However, lip numbness can accompany sinus infections that are severe, although not common. The roots of the upper teeth are in close proximity of the sinus floor. See your dentist or ENT for an exam to rule out other possible less likely causes.
