Usually, if not always, the high blood pressure causes the heart condition by sclerosis of arteries due to excess pressure.
Eventually, it leads to heart faiiure. Congestive heart failure or a particularly strong heart might lead to some sort of high blood pressure in veins and some arteries, but the heart is likely affected first.
