In brief: Molluscum?
Small 2-5 mm dome shaped bumps or papules on the genitals could be from a viral induced infection known as molluscum contagiosum.
These are more commonly seen in children, but can also occur in individuals that are immunosupressed. There are also other causes for lesions on the scrotum, but without examination it is difficult to tell. I recommend a visit to your doctor or a dermatologist.
