Protect the airway - head to side and nothing in the mouth.
Be sure breathing is adequate and airway is clear when they try to breath. Check the cardiac status that the heart is beating well and is perusing the brain. Once these issues are addressed, call for help, and then administer rescue medication if you have any available. Save the panic reaction to after completing above.
