Sometimes a warm, wet towel wrapped around the arm can help to dilate the veins.
Keep it wrapped for about 10 minutes. Ask for an anesthesiologist or nurse practitioner to place the iv.

I think that you should combine all of my colleagues' answers - perform upper extremity exercises, lose weight and ask for warm towel to be applied to y our forearm and ask for an 'IV pro" to insert the IV.
