In brief: They get bigger
After a breast reduction your breasts will still get larger and smaller based on overall weight.

In brief: Get Bigger
Generally best to have breast reduction surgery performed as close as possible to your long-term stable weight to help avoid fluctuation of breast size afterwards.

In brief: Depends on age
This will depend on your age and if weight gain is associated with hormonal changes of pregnancy or menopause.
The breast is essentially composed of skin, fat and breast. Earlier in life, weight gain is more likely to be associated with overgrowth of the breast tissue and fat whereas later in life the increase is more likely associated with increase in the relative proportions of the fat component.
