In brief: Not necessarily
Chest pain and shortness of breath can be the symptoms of heart attack.
But they are other conditions which can mimic these symptoms. Hence we need evaluate fully before coming to a conclusion.

Undiagnosed chest pain or shortness of breath should be evaluated emergently - we would rather a patient come to the ER by ambulance, only to be told it was just indigestion, than to come hours later after trying over the counter remedies for 'heartburn' which turns out to be a heart-attack that could have been limited by prompt ER treatment. The best approach is to dial 911 rather than try to drive to the ER - in many areas now, the ambulance crew can activate advanced heart care ahead of the patient's arrival, which can make the difference between life and death.

In brief: Maybe...
Chest pain and shortness of breath are serious symptoms that can be due to many different diseases, including a heart attack.
Other possibilities include bronchospasm, pneumonia, blood clot, etc. If you have these symptoms, go to the er right away as this can be a life-threatening situation. Get to the er now!
