Usually a male cannot ejaculate until he reaches a certain level of puberty.
He may have orgasm but not ejaculation. If there were a certain level of premature (precocious) puberty, then the age may go down considerably. Most boys will be able to ejaculate around the age of 12 +/- a year. At first, maybe a drop or two, but then a normal ejaculation develops with time.
