In brief: Depends

The answer depends upon the type of steroid used.
For instance, corticosteroids like prednisone, used in asthma, etc, does not affect testosterone or body hair. However, anabolic & androgenic steroids like testosterone can cause hirsutism (excess body hair) in women if taken in excess. It can also cause male pattern baldness if converted into dihydrotestosterone. So docs must be very careful w/t.
