In brief: NO

There are a few number of case histories of Etanercept injected into an effected joint.
Normaly Etanercept is injected into the skin and is then absorbed into the body. Etanercept (enbrel) is used to treat moderate-severe ra, psoriatic arthritis, moderate to severe psoriasis, ankylosing spondylitis, and juvenille idiopathic arthritis.. I have not read about a single case of intranasal etanercept.
