There are several kinds of reaction to milk.
Medically speaking, allergy is caused by an immune reaction. An intolerance is not caused by the immune system and is not usually as dangerous as a true allergy. Lactose intolerance (diarrhea, gas with milk) is extremely common in asians. Risk of milk allergy depends more on where you grew up.
