In brief: 8 to 12

Usually at 14 months a child will have 4 to 6 upper front teeth and 4 to 6 lower front teeth.
However I have had some with only 4 total and up to 16 so it varies.

In brief: Around 12 baby teeth

There can be quite a variation in tooth eruptions.
Generally the bottom front teeth come in around 6 months of age by age 14 months, all 8 front teeth should be in, and the 4 baby molars might be in as well. Btw baby's first visit to the dentist should be by age 1 year.
