In brief: Ovulation induction

Clomiphene is indicated and approved for only one reason in infertility: ovulation induction in females.
It is sometimes used as treatment for men as well, but that's sketchy and outside the scope of a short answer!

Completely agree with the indication for female infertility and the sketchiness of its use in men. Short term benefits with raising testosterone levels can be seen. Fertility improvement In men is less certain.

In brief: Induce ovulation

The ovary is driven mostly by a hormone called fsh.
Clomid (clomiphene) works by increasing the amount of fsh produced from the women's pituitary gland. This helps make sure that at least one egg will be properly matured and released (ovulated).
