In brief: Not reliably.

First off, having vaginal intercourse during menstruation is unappealing to your partner and probably unhygienic for both of you.
Secondly, you cannot count on contraception because some cycles have early ovulation and pregnancy can still occur (up to 25% risk if ovulation occurs within 5 days of the start of your menses).

In brief: Yes

If you are on your menses, then that is the process that is cleaning your uterus out for next month.
You cannot get pregnant if you are actively bleeding.
