Can you contract an STI from a sexual partner if neither of you ever had sex before?

In brief: Yes but not likely
It is possible, but not very likely.
Unless you or your partner were raped or got a sexually transmitted disease from birth, or got a disease from a needle stick, IV drug abuse, blood transfusion, etc. Then neither one of you has a disease that can be transmitted. On the other hand, it is hard to know if someone is truly a virgin just by asking. Trust and honesty are very important.
