Unknown. This requires a look-a "bump" to you may be a vesicle, papule, cyst, or a multitude of other things to us. Please see a dr for proper diagnosis.
Herpes=Blisters. This is very simplistic ;but most often herpetic lesions look like small blisters. See a dr and know!
Get eval. This can't be diagnosed with the information that is available. A history, physical examination & other studies may be needed to determine cause/causes. Once accurately assessed a treatment plan can be developed.

Herpes vs. Fordyce. Possibilities for your situation include herpes but also common bumps called Fordyce Spots. Please see you doctor to determine if either of these is the case or if it is something else. In any case, lots of reasons to be hopeful. Peace and good health.

Sebaceous cyst. What you described is more likely to be a sebaceous cyst. Do not try to pop it. If it persists and is an issue for you, you may see a doctor to have it removed. For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. Practice safe sex.

Lump in groin. Not likely to be herpes. Based on location it's more likely to be an infected hair follicle or an infected sebaceous cyst. If it doesn't drain with warm compress you should see a physician to lance it and treat you with antibiotics. Herpes usually appears as a cluster of small painful lesions on the genitalia. These vesicles usually drain and form a consolidated lesion with crust on top.
