Obviously avoidance if possible.
Fleas and other insects cause a rash called papular urticaria. This can be quite uncomfortable with itching and rash. One of the otc steroid creams can help, but getting rid of the pests will be a cure.

Adding an antihistamine such as Zyrtec or Claritin will help with the itching as well.
