In brief: Activity or at Rest?

If a fast pulse (tachycardia = more than 100 beats per minute) is after activity, stress, associated with pain then it is normal.
If it occurs all of a sudden at random, especially if it is associated with other symptoms undergo an ekg and review with your pcp or cardiologist.
