Additional training makes a big difference in this area of dentistry.
If a dentist has been thru some pankey bite equilibration training, it will be most beneficial. With a true night guard, made correctly, the patient can experience a great deal of relief and comfort. There is a big difference between night guards. Get a therapeutic night guard by a dentist with advanced training.

Yes, but make sure the dentist has taken a thorough history and done an exam on you prior to the splint being made.
There are many types of oral appliances, and often the splint alone can't help all your tmj/tmd issues.

Depending on the training of the dentist, they may fabricate "generic" splint or splints based upon a more individualy defined jaw position. This customized version is often more accurate and effective at reducing or eliminating symptoms; however, the work up and appliance at also more costly.

However, there are different types of splints that are used for treating TMJ disorders and the dentist must have sufficient knowledge about TMJ disorders and the different types of splints to treat them. One splint does not cure every TMJ problem.
