Liquid-fill bubble around fingers and feet. Dries up and begins to peel. Any over-the-counter treatment to repair peeling of my skin?

In brief: Fungus or eczema
The 2 most common problems i would say is either a fungus known as bullous tinea pedis or possibly a dyshidrotic exczema or combination of both.
You can try a combination of an over the counter antifungal and steroid cream. If no improvement see the dermatologist.
