Is it safe to use hemorrhoid medication even if you're unsure that it is a hemorrhoid?

In brief: Dangerous idea
By 'unsure' i assume you've got bleeding.
Never attribute bleeding to hemorrhoids. You must be evaluated for the source of bleeding. Also even people with hemorrhoids can develop cancer...

In brief: Depends
Short term treatment is ok, but if they dont respond or keep recurring they should be thoroughly evaluated to be sure you have the correct diagnosis.
Too many people self treat for years only to find out too late that they have been treating a rectal or anal cancer with hemorrhoid creams. They dont work for cancer!
