In brief: Pleasant
The idea of joint manipulation (wrist, elbow, hip and knee) under anesthesia is designed to increase the ability of the surgeon to mobilize the joint, while decreasing the patient's pain.
I am not sure that this technique is safe in other manipulations.

In brief: No clear answer
A lot depends on what condition this is applied for. In general there is very little data supporting it.
