In brief: Newborn acne
Many newborns show this rash at this age.
Do not fret as these pimples ultimately disappear. There's no need for medication unless the rash looks severe at which point your pediatrician may prescribe a Hydrocortisone cream. This is rarely the case. Though painful to see, baby is not affected nor harmed at all.

In brief: Generally not
Heat rash is usually seen on the top of the shoulders and chest(exanthem rubio) small pimples on the cheeks could represent withdrawal from maternal hormones if you are still nursing ( the rash changes daily) or perhaps neonatal acne.
In either case keep it clean and dry and if it is not resolving see you pediatrician.
